What mainland actually requires.
Physical office and Ejari
A registered tenancy is required, and your visa quota is calculated from the office area. This is the single largest cost line.
Ownership
Full foreign ownership applies to most activities. A small set of strategic activities still carries local participation requirements.
Approvals by activity
Some activities need external approvals beyond the DED licence. These add weeks, and they are known in advance if you ask.
Government and corporate clients
If your buyers are UAE entities and government bodies, mainland removes the questions that a free zone licence invites in procurement.
